GTR CFTC/Canada/SEC (NoA) Submissions with Reduced Validations

Some submissions (with action type = TERM, EROR, PRTO) have reduced validations, as described in the Message Specifications. 

The GTR services does not support reduced validations for Historical/Historical Expired submissions. Submissions that use this functionality in the current state must meet the full validation requirements.
